Configures a Logger type GPS receiver

• You must set ucFlags in pglsSettings to indicate which parameters are to be set. See the GPSLOGGER_SETTINGS topic for more information about how to configure various GPS data loggers

• This function differs from GpsLoggerSetSettings in that all of the extended parameters can be configured on receivers that support them.

• Unlike GpsLoggerSetSettings, this function does not clear the internal buffer of the logger.

• This function will clear the logger's internal buffer for receivers of type GPSRECEIVER_EMTAC.
